I express my gratitude to Tajikistan for the position on the Armenian-Azerbaijani Nagorno-Karabakh conflict. The text of the statement reads that the conflict should be resolved in accordance with the relevant resolutions of the UN Security Council and OSCE resolutions within the framework of the territorial integrity, sovereignty and inviolability of the borders of Azerbaijan. On behalf of all the people of Azerbaijan, I would like to express my gratitude for such a fair position, the remarks came from Azerbaijani President Ilham Aliyev at a joint press conference together with President of Tajikistan Emomali Rahmon.
“This is both a friendly position and a fair position. Because for many years Azerbaijan's internationally recognized territories are occupied by Armenia and Armenia does not fulfill decisions and resolutions of the leading international organizations such as the UN Security Council, the OSCE, the Organization of Islamic Cooperation, the European Parliament, the Parliamentary Assembly of the Council of Europe and other such international organizations. At one time, all of them adopted decisions and resolutions on the Armenia-Azerbaijan Nagorno-Karabakh conflict, and from this point of view, the conflict should be resolved within the territorial integrity of Azerbaijan,” president Aliyev said.
According to Ilham Aliyev the sides have actively discussed issues of mutual relations in the fields of trade, economy, transport, and reached serious agreements that will boost the strong growth of both countries' industries.
“I have provided the President of Tajikistan with detailed information about the transport projects implemented by Azerbaijan together with its partners. These projects open up new opportunities for export of products of Tajikistan and other Central Asian countries through the territory of Azerbaijan. The commissioning of the Baku-Tbilisi-Kars railway, as well as the construction of the big Alat trade port opens up new opportunities for the use of this corridor for export of goods. Naturally, we are hoping that cargo from Tajikistan will increase and agreements have been reached. We look forward to substantial increase in the transit of goods transiting to the international market by passing through Azerbaijan. We discussed issues related to humanitarian cooperation, education, culture and agriculture. We have agreed to send special delegations to develop interoperability issues. In other words, we have a complete understanding of all the issues we have discussed. I am confident that all the issues we have discussed will be realized. All of them are targeted at concrete results. I am convinced that the results of the Tajik President's visit to Azerbaijan will play an important role in further strengthening the fraternal relations between the two countries,” Ilham Aliyev stressed.
Tajik President Emomali Rahmon said that within the framework of political dialogue, a constructive and interesting exchange of views have been held on a wide spectrum of bilateral, regional and international issues.
“Together with Ilham Aliyev we came to this conclusion that it is important to use more opportunities for close cooperation in all areas. The issues of increasing trade turnover between our countries and the expansion of our cooperation in various sectors of the economy have been in the focus of attention. In this regard, we have highlighted the important role of a joint intergovernmental commission, as a mechanism of inter-state interaction between the two countries on trade and economic cooperation. We agreed that the clear implementation of the agreements reached within the framework of the commission and the implementation of the intergovernmental documents are a factor in the future development of our trade and economic relations. We believe that today's agreements will promote the development of long-term forms of cooperation in key sectors of the economy, such as industry, energy, transport, agrarian sector and tourism,” Emomali Rahmon said.
“It was noted that it is necessary to intensify and improve bilateral cooperation in all areas of mutual interest to substantially increase the bilateral trade turnover and to improve the structure of the commodity nomenclature. During this visit, we continued to work to strengthen the legal framework of bilateral cooperation. According to the results of the negotiations, the documents we signed today are the demands of time and cover the main areas of cooperation,” he added.
“We also exchanged views on the processes taking place in the South Caucasus. We express our firm commitment to the principle of peaceful settlement of existing contradictions and conflicts within the framework of internationally recognized norms and criteria. According to our conviction, political-diplomatic dialogue is the most constructive way to solve a difficult problem, such as Nagorno-Karabakh,” Tajik President said.
For the continuation of constructive interstate dialogue, President Emomali Rahmon invited Ilham Aliyev to visit Tajikistan.
The signed documents between the two states include the Memorandum of cooperation between the Export and Investment Promotion Foundation of Azerbaijan and the State Committee for Investments and State Property Management of the Republic of Tajikistan; Memorandum of Understanding between the Azerbaijan Industrial Corporation and the State Unitary Enterprise" Tajik Aluminum Company; Memorandum of Understanding between the Closed Joint Stock Company" Azerbaijan Television and Radio Broadcasting "and the Committee of Television and Radio Broadcasting under the Government of the Republic of Tajikistan; The Memorandum of Understanding between SOCAR and TALKO for the supply of petroleum coke; an agreement between the State Border Service of Azerbaijan Republic and the State Committee of National Security of the Republic of Tajikistan on training military personnel of Border Troops of the State National Security Committee of the Republic of Tajikistan at the Academy of State Border Service of Azerbaijan Republic; the agreement on cooperation between the Government of the Republic of Azerbaijan and the Government of the Republic of Tajikistan in the field of veterinary medicine; The protocol between the Ministry of Education of the Republic of Azerbaijan and the Ministry of Education and Science of the Republic of Tajikistan on the mutual allocation of annual educational quotas; The agreement on cooperation between the Ministry of Economy of the Republic of Azerbaijan and the Ministry of Economic Development and Trade of the Republic of Tajikistan; The agreement on cooperation between the Government of the Republic of Azerbaijan and the Government of the Republic of Tajikistan in the field of industry and new technologies; the agreement on cooperation between the Prosecutor General's Office of the Republic of Azerbaijan and the Prosecutor General's Office of the Republic of Tajikistan and the program of cooperation between the Ministry of Foreign Affairs of the Republic of Azerbaijan and the Ministry of Foreign Affairs of the Republic of Tajikistan for 2019-2020.
